Open Question: Why does my dog not play fetch and can i teach him?

My dog is An australia sheperd an six years old so I'm woried its to late to teach him. I adopted him from a humane socety abouut six months ago and immediently fell in love with him but when I got home I found out he didn't play fetch I then tryed to teach him but figued out he doesnt play with toys either! I bought him many toys like a squeky monkey and some squeky balls etc. But didnt play with any of them. I then bought a refillable ball with treats in it. He likes tht but I have to stick little treats in it then a partly big interlocking one so he notices there are treats in it then set in front of him and technically I hav to force him to play with it.
